IN THE CAPACITY OF ATTORNEY GENERAL:

  • Successfully removed the Bahamas from the Monitoring List of the Financial Action Task Force ( "FATF")
  • Supervised the commission of Enquiry for the Royal Bahamas Defence Force and the Lorequin in 2005.
  • Judicial review commission - Reviewed the salary, terms and conditions of services of the Legal Officers, Registers, Magistrates,President, and Vice President of the Industrial Tribunal
  • Commission of Legal Aid - To proposed a National System of legal assistance to indgent persons.

IN THE CAPACITY OF MINISTER OF EDUCATION:

  • Introduce the Extended Learning Programme - Launch in 2003 to eradicate social promotion in the public school system; by the providing the remedial Math and Language arts summer classes for students in grades3, 5 and 8

  • Succesfully negotiated the First Collectrive Baraging Agreement with Bahamas Union of Teachers.
  • Laid the foundation for the Collge Of the Bahamas to involve to the Univesity of the Bahamas.
  • Establishment of the education leadership at the College of The Bahamas for the professional development of Principles, Vice Principles, Senior Masters/ Mistresses in the Public School System.
  • Re-established the national Scholarship scheme for qualified students to obtain Tertiary Education.

  • Established the guaranteed student loan program for qualified students the further their studies.
  • Enacted the Day Care & Pre-school act to regulate day care & pre-school centers.
  • Increase the number of pre-schools attached to primary school over the past 4 years 100%.
  • Introduce Minister's Book Club - promotes litreracy throughout the Bahamas and Showcase Bahamian and other wirters.
  • Enactment of the accreditation and the equivalency  council act - established a standard for quality control in education and for the protection of consumers of education services.
  • Incorporated speacial education clasess in the public school system.
  • Introduction of teachers aides in special classes and pre-schools.
  • National screening of pre-schoolers and specail needs cencus .
  • Improvement of the national grade average BGCSE
  • Lanuched $24 million transformation program in partnership with the Inter-American Bank to enhance the curriculum in special education, early childhood edcuation, technical and vocational studies and computer information technology in the public school system.

THE CLICO CRISIS: A CASE OF REGULATORY FAILURE AND A CALL FOR  GOVERNMENT INTERVENTION

On the 24th February 2009 the Registrar of Insurance petitioned the Supreme Court of The Bahamas  for the winding-up of CLICO (Bahamas) Limited ("CLICO") because CLICO was unable to pay claims of US2.6 million in the Turks & Caicos Islands and (b) its liabilities were estimated to exceed its assets by at least $9 million.  The Supreme Court appointed Mr. Craig Gomez of Baker Tilly Gomez as Provisional Liquidator for CLICO.  A hearing of the winding-up petition is scheduled to be heard on the 18th March 2009.
